400+ Higher Education Institutions Express Concern About TRIO in PROSPER Act

On April 10, 2018, a group of more than 400 institutions of higher education and advocacy organizations joined COE President Maureen Hoyler in expressing concern about the TRIO section of H.R. 4508, the PROSPER Act. The letter highlighted several troubling proposals, including provisions requiring the Secretary of Education to reserve a percentage of the TRIO appropriation for new applicants and for a new category of awards known as IMPACT Grants; a 20% matching requirement; and language limiting an entity’s eligibility to receive TRIO grant funds if other college access and success programming is available on campus or serving the same student population.
